Stephen Nemphos

Over the past 25 years as a consultant, Stephen Nemphos has assisted over 70 research institutions in the areas of cost recovery, diagnostic reviews, and F&A rate preparation and negotiation.
Prior to that time, Mr. Nemphos was a financial administrator at Johns Hopkins University for 10 years, serving in an executive capacity as Controller. He also served one year on assignment from Johns Hopkins as the resident consultant to the Division Of Cost Allocation (DCA) in the Department of Health and Human Services (DHHS), Washington, DC. The DCA is responsible for the negotiation of indirect cost rates, and the resolution of audit disputes with colleges, universities, and other non-profits.
As a consultant, Mr. Nemphos developed the Cost Analysis Model (CAM) software,
which has been used to develop long form indirect cost rate proposals for over
50 major public and private research institutions.
He is a Contributing Consultant to Ernst &Young's Government Contract Services Division. Mr. Nemphos has served as an expert witness in cost accounting matters related to Higher Education.
Mr. Nemphos has a CPA certificate from Washington D.C.
